Después de una década y alrededor de 10 millones de euros gastados, el proyecto del Palacio del Sur de Córdoba ha sido enterrado por el PP. El alcalde José Antonio Nieto nunca se comprometió firmemente a realizar la que se había convertido en eterna promesa de los gobiernos municipales que le antecedieron, de IU y PSOE. Y a pesar de que estos le dejaron las cuentas listas para empezar las obras, estaba claro que al nuevo regidor no le convencía un proyecto de 79 millones de euros y que ya barajaba otras salidas.
La solución se ha presentado hoy sábado. El diseño del prestigioso arquitecto holandés Rem Koolhaas se olvida. Se opta, en cambio, por reutilizar un enorme pabellón construido por Cajasur que está prácticamente abandonado tras sufrir importantes problemas estructurales. Ese será el nuevo Centro de Convenciones y Congresos que se espera que esté terminado en 2015, una vez transformado. El acuerdo económico al que tienen que llegar el Consistorio y BBK –propietaria de Cajasur- para este cambio de uso está todavía por ver...

Como este, podemos encontrar muchísimos casos de edificios que se quedan en el papel y nunca llegan a ser realmente construidos. El solar original destinado se encuentra en la península de Miraflores, cerca del río Guadalquivir, en Córdoba. Esta ciudad de alta riqueza histórica arquitectónica, y la conexión del centro histórico con el solar suponen un sin fin de oportunidades.
Se analizan tanto las oportunidades del solar como los puntos fuertes del proyecto original para éste, con el fin de proyectar una nueva alternativa que de salida al solar.
El solar se encuentra en un emplazamiento privilegiado en relación con el centro histórico de la ciudad. Presenta visuales continuas desde la otra orilla, además de encontrarse en torno a un parque. Se analizan los potenciales del solar mediante la relación espacial, visual y temporal que se establecen entre los monumentos más emblemáticos de la ciudad y el solar. Así se determina que el nuevo proyecto responderá a escala urbana, al contexto y que representará un gran hito visual.
Se analizan los puntos característicos del proyecto original: la combinación de usos en EDIFICIO HÍBRIDO y la relación de recorridos y conectividad de INTERIOR-EXTERIOR según el usuario. De esta forma, se pretende mantener para el futuro proyecto las relaciones interior-exterior y los diferentes recorridos determinados, así como una serie de puntos móviles y rígidos que se determinan en el análisis.
Encontramos tres tipos de recorridos que relacionan el interior y el exterior según el usuario:
- ROTUNDO: recorrido directo en el que el usuario se dirige a un punto concreto y muy determinado.
- CONTEXTUAL: recorrido continuo o discontinuo, y siempre con la misma frecuencia. Este tipo de recorrido lo realizan aquellos usuarios que trabajan en el edificio y según su contexto de trabajo desarrollan un recorrido determinado u otro.
- MEDITABUNDO: recorrido completamente aleatorio, espontáneo y con diferentes frecuencias según el horario. El usuario recorre aleatoriamente el edifico, deteniéndose donde le place.
Encontramos tres tipos de recorridos que relacionan el interior y el exterior según el usuario:

A partir de estos análisis se crean una protoplanta y una protosección que contienen la información genética primigenia del nuevo proyecto basado en las premisas anteriores y proponiendo unas nuevas. Se fijan una serie de estrategias de proyecto:
1. ESPACIO PÚBLICO CULTURAL: representativo con connotación de hito que se relaciona con el parque en torno al solar y con el centro histórico creando nuevas visuales continuas desde toda la ciudad.
2. Creación de espacios de recorrido y espacios de estancia que mantengan las relaciones de INTERIOR-EXTERIOR planteadas en el proyecto original del solar.
3. EDIFICIO HÍBRIDO: usos culturales, de ocio y formación que generen empleo, autogestionando la ejecución del proyecto con inversiones privadas y creando una nueva imagen de la ciudad.
Tras la implantación de las estrategias principales se desarrollan diferentes capas específicas relacionadas con el ámbito arquitectónico del proyecto que generan el nuevo PARQUE CULTURAL HELICOIDAL:
CAPA ESTRUCTURA
Diferentes niveles de plataformas en alturas sustentadas por puntos fijos de comunicaciones verticales, torres. Toda la estructura es metálica y se apoya en tres torres de hormigón. Existe un recorrido helicoidal metálico que conecta todas las plataformas y se sustenta a ellas en una estructura de cables.
CAPA PROGRAMA Y ENERGÍA
El programa va ligado al espacio, por ello se fija un programa móvil de carácter cultural cambiante en el tiempo con exposiciones, talleres públicos, usos fijos de escuelas privadas artísticas y sus respectivos espacios de apoyo a la formación. Las plataformas tienen un sentido de ascendencia artística: la primera se establece para el arte urbano, la más expresiva y espontánea representación humana, y a partir de ahí las plataformas ascienden desde la artesanía a la escultura, la pintura, la interpretación y, por último, la música. Las escuelas privadas financian toda la intervención y gestionan las diferentes actuaciones, exposiciones y talleres, que tendrán carácter público o privado dependiendo de la situación. Asimismo, se crean dos pabellones intermedios de usos polivalentes para cubrir las necesidades culturales estivales de la ciudad, como la Feria o la Semana Santa.
Las torres de comunicaciones verticales son los puntos principales de instalaciones que reparten la energía por todos los puntos fijos a diferentes alturas y que culminan en miradores.
CAPA MOBILIARIO Y ESPACIO PÚBLICO
Todo el parque se considera espacio público, exceptuando las escuelas privadas que tendrán el acceso restringido solo para personal autorizado.
El proyecto es un gran foco cultural donde fluyen un sin fin de artes y espacios de ocio que se expanden e influencian a la ciudad.
Todo el espacio se coloniza con mobiliario de todo tipo y zonas ajardinadas que dan soporte a las actividades que se realizan en todo el parque. Existen numerosas zonas de estancia, exposición, puntos de hostelería y jardines repartidos por todo el recorrido del proyecto.
CAPA CONSTRUCCIÓN Y ECONOMÍA
Los diferentes usos privados, como ya se ha comentado anteriormente, financian todo el proyecto.
Construcción:
1. Ejecución de las torres, cimentación de hormigón y estructura metálica que gran envergadura.
2. Construcción de las plataformas colgadas de las torres por cerchas metálicas.
3. Pabellones y escuelas prefabricadas de estructura metálica y acabado de poliuretano, vidrio y acabado metálico con zonas de proyección con pantallas interactivas e iluminación animada.
4. Recorrido helicoidal prefabricado metálico, con sujeción por cables a las torres.
El resultado es un proyecto moderno, prefabricado en su mayoría con un desarrollo público y cultural que se proyecta hacia la ciudad.

Like this, we can find many cases of buildings that stay only in the paper and never get the change to be built. The original site is located in Miraflores, near to Guadalquivir river, in Córdoba. This city with huge historical and architectures works of art, and the connection between the historic centre and the site for the project represents a huge opportunity to develop.
Both, the solar opportunities and the strengths of the original project are analyzed in order to identify a new alternative change to reinvent the site.
The site is located in a privileged location in the historical city center. It presents visual connections from the other river´s bank, in addition, it is around a park. Discusses the potential of the site through the visual, spatial and temporal relation established between the most emblematic monuments of the city and the site. Thus, it determines that the new project will respond to the urban scale, context and that it will represent a visual icon.
The characteristic of the original project points are discussed: the combination of functions in HYBRID BUILDING and the relationship of tours and IN-OUT connectivity according to the users. In this way, it intends to maintain for the future project to indoor-outdoor relationships and the different specific tours, as well as a number of moving and rigid points determined in the analysis.
There are three types of tours listed inside and outside according to the user:
-TOTAL: live tour in which the user us directed to a particular and very specific point.
-CONTEXTUAL: continuous and discontinuous, always with the same frequency travel. this kinf of tour is made for users who work in the building and according to its context of work to develop a specific tour or other.
-MEDITATIVE: random,spontaneous and with different frequencies according to the schedule. User goes randomly through the building, stopping where they want to.
It is planned to control these three tours creating points where space only can be understood in moving and others with fixed stayed.
From these analyzes, it is created a protype-plan and a prototype-section containing the primordial genetic information of the new project based on the above premises and proposing new ones. A series of project strategies are set:
1.CULTURAL PUBLIC SPACE: representative with icon connotation that is related to the park around the site and historical city center creating continuous new visuals from the whole city.
2.Creation of tours and stayed spaces that maintain indoor-outdoor relations raised in the original project.
3.HYBRID BUILDING: cultural, leisure and training functions that generate employment, managing the execution project with private investors and making a new urban image.
After the implementation od the main strategies it is developed different layers related to the architectural project that generated the new HELICAL CULTUAL PARK:
STRUCTURE LAYER
Different levels of platforms at heights supported by fixed points of vertical communication towers. The entire structure is metallic and is supported by three concrete towers. There is a metallic helical path connecting all platforms and supports them in a cable structure.
FUNCTIONS AND ENERGY LAYER
The functions are linked to space, so there is a temporal function of changing the cultural character set in time with exhibitions and public workshops. The permanent functions are private art schools and their respective areas of training support. the platforms have a sense of artistic heritage: the first is for urban art, the most expressive and spontaneous human representation, and starting from there platforms rise from crafts to sculpture, painting, interpretation and finally, the music. Private schools finance the entire project and manage the different performances, exhibitions, and workshops, which will be public or private depending on the situation. Also, two intermediate pavilions os multipurpose applications are created for the summer cultural needs of the city, as fun fair or Holy week.
Vertical communications towers are the main points of facilities that distributed and supplied energy by all the points at different heights and have oriels in the top.

The entire park is considered public space, with the exception of private schools that will have the restricted access only for authorized staff and users.
Project is a bug cultural focus where flow different arts and leisure spaces that expand to the city.All the space is colonized with every kind of furniture and gardens that give support to the activities that take place throughout the park. There are several areas of stay, exhibition, commercial spaces and gardens throughout the project.
